  2. In a pan over medium heat, combine milk, heavy cream, soy sauce, sugar, and garlic. Bring to a gentle simmer.
  3. Add rice cakes and cook for 8-10 minutes, stirring often, until the sauce thickens and rice cakes are soft and chewy.
  4. Sprinkle mozzarella cheese on top. Cover for 1 minute to melt, then stir through. Serve immediately.
